CPSC eFiling compliance

Under the Shopify Terms of Service and Acceptable Use Policy, you're required to comply with the laws of the places where you do business.

The US Consumer Product Safety Commission (CPSC) requires electronic filing of product safety certificate data for regulated consumer products imported into the United States. This requirement took effect on July 8, 2026, and applies to all commercial shipments of regulated products regardless of value. There is no de minimis exemption.

If you ship regulated consumer products into the United States, then you need to provide CPSC eFiling data for those products. You can add this data to your products in your Shopify admin using product disclosures.

Products subject to CPSC product safety rules

CPSC eFiling applies to consumer products that are subject to a CPSC product safety rule, ban, standard, or regulation. Product categories affected by this requirement include:

• Toys and children's products.
• Children's clothing with drawstrings.
• Mattresses and mattress pads.
• Battery-powered products.
• Lighters and multi-purpose lighters.
• Drywall.
• All-terrain vehicles (ATVs).

Whether a product is subject to CPSC eFiling is determined by its HS code.

This isn't a complete list of product categories. If you're not sure whether your products are affected, then consult your customs broker, refer to the CPSC's list of regulated products, or use the CPSC's Regulatory Robot tool.

CPSC eFiling reference IDs

Note

CPSC compliance data is shared with integrated fulfillment providers. It isn't customer-facing warning information like other product disclosures.

You can store three reference IDs from the CPSC Product Registry on your products:

• Certifier ID.
• Product ID.
• Version ID.

These IDs come from your CPSC registry record. To register your business and add your products, refer to the CPSC eFiling portal.

Registering with the CPSC isn't the same as filing at the border. The customs broker or carrier that files your entry submits these IDs to US Customs and Border Protection (CBP) for each shipment. Shopify stores the IDs, but doesn't file on your behalf.

Caution

If your products aren't registered in the CPSC Product Registry, then you can't add CPSC eFiling data in Shopify. This doesn't mean your shipments are non-compliant. Contact your customs broker or carrier about what they need for your shipments.

Managed Markets and CPSC eFiling

Global-e is the merchant of record for your Managed Markets orders, and uses the CPSC reference IDs that you store on your products for your US-inbound orders.

Using Managed Markets doesn't change what you're responsible for:

• Determining which of your products are subject to CPSC safety rules.
• Holding a valid safety certificate for each affected product.
• Registering those products with the CPSC and keeping your registry record current.
• Entering the reference IDs on the right products, and keeping them accurate.

Global-e doesn't create your CPSC registry record, and doesn't file certificate data with the CPSC on your behalf.

Add CPSC eFiling data to your products

Before you add eFiling data to your products, review the following considerations:

• CPSC eFiling data is available only at the product level. Variant-level data isn't currently available. If variants of the same product have different certificates, then contact your customs broker or carrier about those shipments.
• If you use Managed Markets, then refer to Managed Markets and CPSC eFiling.
• If you don't use Managed Markets, then you should consult CPSC resources as well as your broker, carrier, manufacturer, testing lab, or compliance advisor. Currently, Shopify Shipping carriers can't provide CPSC eFiling references to brokers at the US border.

You add CPSC eFiling compliance data to your products using product disclosures in your Shopify admin. When you add a disclosure to a product, select CPSC eFiling Compliance, and then enter the three reference IDs from your CPSC registry record. The entry is labeled CPSC eFiling Reference PGA Message Set.

You can add only one CPSC eFiling disclosure to a product. To change the reference IDs later, edit the existing disclosure entry.

Caution

Create a separate CPSC eFiling disclosure entry for each product. If you use the same entry on more than one product, then editing it changes the reference IDs for every product that uses it.

Foreign Trade Zone deadline for products subject to CPSC product safety rules

Products entering the US through a Foreign Trade Zone (FTZ) have an extended compliance deadline of January 8, 2027. After that date, all FTZ entries for regulated products must also include CPSC eFiling data.
